I think Greg B would be able to help with this. If you have Bart
Hopkins Musical Instrument design, he recommends cutting a bar close
to intended lowest pitch - long and lower so that you can gradually
shorten it to raise the pitch.
To make a semitone higher than the bar at hand, the new bar must be
0.9715 of the original bar.
So if you have a tuner you could get pretty close, then remove
material from the center of the bar to lower pitch and from the ends
to raise the pitch.
With tubes, he recommends stoppers of styrofoam to get the right air
resonance pitch to get it to match the chime fundamental pitch.
